Can't start A Bolt from the Blue Kalec is not in the Chamber of Heart. For example, Bill's dropping his life insurance was a bolt from the blue for his wife. This quest is the final Phosphur/Hermes quest, and requires you to complete Bolt From The Blue, The Name Of Love, and Eagle Eye. Can't do Firebeard's questline in Solitude - posted in Skyrim Technical Support: I have checked everywhere, and apparently there are no prerequisites for this questline.
